GRNW By-Laws
Article I Name and Purpose
Section 1 Name:
The name of this corporation is the Garfield Ridge Neighborhood Watch Group that will hereby be referred to as the GRNW.
Section 2 Purpose:
A) To promote neighborhood safety by patrolling the community and
contacting police or proper authorities when action is required.
B) To assess community problems through the use of problem solving
techniques.
Article II Boundaries:
Section 1 Patrol Area:
The patrol area of the GRNW shall be Central Ave on the East, Harlem Ave on the West, 51st St on the North and the railroad tracks South of 59th St on the South, which is currently the area of Beat 811.
Article III Membership:
Section 1 Membership Eligibility:
A) Any resident within the specified boundaries of Beat 811 who is
twenty-one (21) years of age or older.
B) Any business owner within the specified boundaries of Beat 811
who is twenty-one (21) years of age or older.
C) The Board may authorize additional membership.
D) A valid Driver’s license, State ID and insurance card will be
required for all members.
E) Membership requires a background check by the Chicago Police
Department.
F) An interview with members of the GRNW is required.
Section 2 Probation:
All members are required to serve a (90) day probation period,
putting in at least one shift within that period with a member of the GRNW Board.
Section 3 Personal Gain:
Members shall not use their participation in the GRNW for personal
gain.
Section 4 Revocation:
Membership may be revoked by majority decision of the Board for
failure to abide by the bylaws and rules of the GRNW or failure to
pass the CPD background check.
Section 5 Privacy:
Because of the sensitivity of the functions of the GRNW, no
member’s name will be published without that member’s consent.
Article IV Board:
Section 1 Board Membership:
A) Elected Officers:
President
Vice President
Secretary
Treasurer
Team Leader
B) Appointed Directors:
Four (4) Directors appointed and approved by the electedBoard
Section 2 Responsibilities of Elected Officers:
President:
Shall preside at all meetings and conduct the organization’s
activities.
Shall exercise general guidance over the affairs and activities of
the Watch group.
Shall be the official contact person for the group.
Shall be responsible for filing new member’s applications with the
CPD background check process.
Vice President:
Shall assume the duties of the President during his/ her absence.
Shall assist the President in membership recruitment.
Shall be authorized to sign checks in the President or Treasurer’s
absence.
Shall, with the assistance of the Board, be responsible for membership
interview, application process and coordination of membership
training.
Secretary:
Shall keep accurate records of Board Meetings.
Shall be responsible for all correspondence, except, as amended by
the President.
Shall be the custodian of all official and permanent records and
documents of the group, to be kept in a GRNW locked cabinet.
Treasurer:
Shall be responsible for all GRNW funds, reporting monthly at each
Board meeting.
Shall issue no checks without the Board’s approval and an invoice.
a) Reimbursement must occur no more than 90 days after purchase.
b) All invoices must have the President’s signature before
reimbursement.
Shall be authorized to sign checks with the signature of the President
or Vice President.
Shall preside on an appointed committee to conduct an annual audit
between September 1 and September 15.
Team Leader:
Shall be responsible for creating and distributing monthly patrol
schedules.
Shall be the contact person for changes in patrol scheduling prior
to distribution.
Shall be responsible for monthly statistical reports.
Appointed Directors:
Shall provide assistance and guidance to the Board in determining
policies.
Section 3 Term of Office:
Officers will be elected for a one (2) year term that begins at the first
regular meeting in November of the current year. The first General
Election will be held November 2011.
Section 4 Eligibility:
Members of the GRNW shall be eligible to serve on the Board,
provided they have put in at least 24 hours of active patrol in the
GRNW and /or designated GRNW activities during one GRNW fiscal
year.
Section 5 Vacancies:
Any vacancy on the Board shall be filled within 60 days and the
appointment would conclude at the end of the original officer’s term.
Article V Training:
Section 1 Guidelines:
A review of general rules and regulations, bylaws, filling out patrol
activity reports, scheduling procedures and interview questions.
Supplying handout materials to members that include a photocopy of
each member’s signed rules and regulations, forms, bylaws and patrol
instructions.
Article VI Meetings:
Section 1 Regular Meetings:
The GRNW shall conduct no less than six (6) Board meetings annually.
Section 2 Voting:
A quorum of five (5) members must be present to conduct business.
Article VII Bylaws:
Section 1 Amendments:
Amendments to the bylaws must be submitted in writing. All changes
or additions to the bylaws are to be discussed and voted on within 60
days by a majority vote of the Board.
Article VIII
Elections:
Section1 Committee:
During the regular September meeting of the GRNW, an election
committee shall be appointed by the board. Within the next 30 days
they will meet to prepare the ballot. Elections will take place at an
October general meeting. Newly elected members will be
notified by an election committee member before the November Board
meeting.
Section 2 Voting:
Only active members who have completed their probation will have
elective voting privileges.
The officers of the GRNW shall be President, Vice President,
Secretary, Treasurer and Team Leader. They shall be elected for a
two year term at the annual meeting in November of each year. Terms
will be non-concurrent, with 2 positions open one year and three
positions the next year. The offices of President and Treasurer will be
voted one year, while the offices of VP & Secretary and Team Leader
will be voted the following year.
